Interpol has issued a “red notice” at Finland’s request for Richard James Schueler, better known in the crypto industry as Richard Heart, the founder of HEX, PulseChain, and PulseX.
Heart is wanted for alleged tax evasion and assault.
According to Europol’s website, Heart is listed among the most wanted criminals in the EU. The total amount of undeclared income reportedly reaches “hundreds of millions of euros.”
“Schueler attacked a 16-year-old victim by grabbing her hair, dragging her to a stairwell, and throwing her to the ground. While the victim was lying on her back on the floor, Schueler punched her four to five times in the face, nose, eyes, and head,” Europol described regarding the assault.
In July 2023, the SEC filed a lawsuit against Heart, accusing him of selling unregistered securities through HEX, PulseChain, and PulseX. The regulator claimed Heart raised over $1 billion through token sales and accused him of fraud.
In September 2024, it was reported that Finnish police were investigating the businessman.
On December 22, Heart made a cryptic post on X, alluding to the news of his wanted status:
“My whole life I’ve been preparing for the future. Anticipating it. Creating it. I’ve never been safer and I’m excited for the future. The Honorable Justice in SEC v me should have her ruling out soon. Donald Trump will be in office soon. PulseX, PulseChain, HEX, INC are all…”

The Honorable Justice in SEC v me should have her ruling out soon. Donald Trump will be in office soon. PulseX, PulseChain, HEX, INC are all…
“I’ve never been safer, and I’m excited for the future. The honorable judge in the SEC case against me will soon deliver a verdict. Donald Trump will soon take office,” he wrote.
Heart added that “PulseX, PulseChain, HEX, and INC are thriving,” though “this drives some entities mad.”
“It’s a good feeling to be wanted. Nothing can stop an idea whose time has come,” the entrepreneur concluded.
HEX Token’s Reaction
The HEX token reacted negatively to the news, dropping nearly 30% in a week to $0.0039. However, the token has gained approximately 190% over the past six months.
HEX and Heart have often faced criticism from the crypto community. Analyst Goldman Sats suggested the project exists solely to enrich its creator at the expense of others.
In November 2022, the SEC issued subpoenas to influencers who promoted HEX, PulseChain, and PulseX. At the time, community members dismissed the news as fake.
In 2020, HEX advertisements appeared during English Premier League football matches, boasting a 11,500% growth in the platform’s token within 129 days.
