On December 31, Montenegro’s authorities finalized the extradition of Terra founder Do Kwon to the United States, as confirmed by the country’s Prime Minister Milojko Spajić.
Today Montenegro completed the extradition of Do Kwon to the United States to face charges in the Terra/Luna case.

“Our country welcomes innovation and law-abiding entrepreneurs in cryptocurrency, AI, and other technologies. However, we will not tolerate fraud. This extradition underscores our unwavering commitment to international justice and the rule of law,” stated the Prime Minister.
Kwon was handed over to “competent US law enforcement authorities and FBI agents” at Podgorica Airport.
On December 27, Montenegro’s Justice Minister Bojan Božović approved the transfer of Terra’s founder to US authorities. The decision marked the end of a series of legal proceedings between local courts and Kwon’s lawyers that had been ongoing since spring 2023.
Since March 2024, Terra’s founder had been held in a migration center while awaiting the resolution of his case.
In late December, the founder of HEX, PulseChain, and PulseX projects, known as Richard Heart, was placed on an international wanted list for tax evasion and assault charges.
